I have two accounts I want to get it for, and I've already gotten it for one; I can't figure out how to get it for the other....

it's like a promotion sort of. refresh the mail page a lot maybe, and look for a link that says, "Try Windows Mail Live Beta." then you're in.
since it's still in beta, they are just looking for a bunch of people to test it and (hopefully) give some feedback on it. anyway, not everyone will always be offered the opportunity to try it out, not every account.
